Tina Byles Williams

Founder of FIS Group

Ms. Byles Williams serves as chair of the firm’s Investment Committee and oversees all investment strategy, manager search, and disposition decisions. She is lead portfolio manager for the firm and a voting member of the Investment Committee. Ms. Byles Williams has been involved in structuring entrepreneurial manager programs since the early 1980s. She served eight years with a number of Philadelphia public pension systems, including as CIO of the City of Philadelphia Board of Pensions. Ms. Byles Williams serves on the boards of ICMA Retirement Corporation and the National Women’s Business Council, a federal advisory council created to serve as an independent source of advice to the President, Congress and U.S. Small Business Administration on economic issues of importance to women business owners. She is the former chair of the council’s Research Committee.

McCullough Williams, III

President and COO

Mr. Williams oversees all marketing, client service, legal, compliance, technology, operations, and administrative functions of the firm. He has extensive experience as both plan sponsor and investment manager. He served 17 years as a public official, including the post of Deputy State Auditor for the state pension boards in Ohio. He served as an executive of several institutional broker-dealers and investment advisory firms.

Thomas Quinn, CFA

Deputy CIO

Thomas Quinn joined FIS Group in March 2017 and is the Senior Vice President, Director of Investment Strategy, bringing with him over 16 years of investment experience. Mr. Quinn leads the Investment Strategy Group, which produces the quantitative modeling that is critical to portfolio construction for FIS Group’s manager of managers’ strategies and is also responsible for enhancements to the firm’s investment process. Mr. Quinn also provides support to the Manager Research Group, is a member of the FIS Group Management Committee and is also a voting member of the FIS Group Investment Committee.

Prior to joining FIS Group, Mr. Quinn was Chief Investment and Research Officer at Jefferson National, providing unique investment strategies and solutions to Investment advisors. Prior to this position, he was a co-founder and Chief Investment Officer at Spouting Rock Financial Partners, where he was instrumental in developing the macro forecasting and risk optimization models for that firm’s investment products. Prior to Spouting Rock, he was a Senior Vice President and Portfolio Manager at Viking Investment Group, a single-family office in the Philadelphia area.

Mr. Quinn earned his Master’s Degree of Economics at Temple University and his Bachelor’s Degree at Ursinus College with honors.

David Andrade

Senior Vice President
Chief Technology Officer

David serves as Chief Technology Officer and is responsible for FIS’ Information Technology platforms, applications, infrastructure and solutions. In this role he has responsibility for ensuring that the company’s technology needs are securely and cost effectively supported.

He is also focused on developing and implementing strategies centered on significantly growing revenues for FIS’ software technology platform. He has more than 15 years ofexperience in various executive management and entrepreneurial technology roles. A seasoned business leader, operational executive and entrepreneur, his professional experience spans Telecommunications, Financial Services and Insurance, with an emphasis on technology product development, sales and marketing strategy.

David previously was Chief Marketing Officer at Patriot National and a Partner at Centric Consulting. Prior to Centric Consulting,he founded and was CEO of a Fort Lauderdale based Digital Marketing agency. He also worked for 9 years in various executive positions at the National Council of Compensation Insurance (NCCI), and 4 years with Andersen Consulting.

Andrade received his M.B.A from Columbia University’s School of Business and a B.Sc. in Engineering from the University of Pennsylvania.

Shalonda Epps, CIPM

Senior Vice President
Portfolio Analysis & Manager Operational Due Diligence

Shalonda Epps joined FIS Group in 2004. Both her and her team are responsible for portfolio measurement and monitoring, compliance monitoring and client servicing & reporting.

Ms. Epps began her career at Delaware Investments in July 1998, where she spent the first three years working in a number of client service roles. She later spent the next three years as a marketing associate, serving as a primary liaison to clients and investment consultants. Shalonda provided regular updates and communications regarding Delaware Investment International’s philosophy, process, and performance for all of the firm’s international products. Her responsibilities also included the preparation of responses to requests for proposals from both prospects and consultants, providing marketing support to the firm’s senior members of the marketing and client services team, as well as the management of the firm’s information in several databases.

Ms. Epps earned a Bachelor of Arts in Liberal Arts with a minor in finance from West Chester University.

Cesar Gonzales, Jr. CMFC

Investment Programs

Mr. Gonzales assists FIS Group’s CIO with consistent implementation of the firm’s investment philosophy and processes and is a voting member of the Investment Committee. He oversees manager research activities, including manager coaching. His extensive experience in the use of entrepreneurial managers includes responsibility for program management and operations at prestigious institutions, including Progress Investment Management, the IBM Retirement Fund, E*TRADE Global Asset Management, and Calvert Asset Management.

Why I work in investments

After moving to San Francisco from Manila at age 18, I would enter office buildings and scan the company directories. If a company sounded interesting, I would knock on the door and ask for a job. After six months of this, a very small emerging manager gave me a job. I knew nothing about investments and they couldn’t afford to hire anyone but they gave me a shot because I knocked and waited to be allowed to enter. They said my politeness got their attention. I was at the right place, at the right time and found people willing to provide an opportunity.

Michelle James

Senior Vice President
Chief Human Resources Officer

Michelle James has been with FIS Group since 2002 and has over 28 years of administrative experience augmented by 11 years of accounting and financial experience. In her capacity as vice president of Finance, Business Administration, Ms. James oversees and provides internal accounting and budgetary control, financial management, accounting and payroll services to the firm. She is also responsible for cash management, accurate and timely financial reporting for external auditing, which is presented to FIS Group’s Board of Directors. Her responsibilities extend to human resources and is therefore responsible for the management of the firm’s administrative staff. She continually strives to improve the performance of the firm’s accounting, budgeting, planning and administrative functions.

Ms. James holds a certificate in human resources, both an undergraduate degree in Business Administration with a concentration in Finance and an Executive Master of Business Administration Degree in Business Administration from The Fox School of Business, Temple University.

Genie Logue

Senior Vice President
Chief Financial Officer

Genie joined FIS Group in September 2018 and is responsible for the financial and risk management operations of the company.

Prior to FIS Group, Genie was a Managing Director with Rosemont Investment Partners, LLC, a private equity firm focused on the asset and wealth management industries. She analyzed potential investment candidates and led the due diligence and structuring processes for prospective investments. She also served on the management committee of various Rosemont companies and was a member of the firm’s Investment Committee.

Genie previously worked as a finance associate both for Superior Group as well as its corporate venture arm, SGI Capital. She has also worked in AIG Global Investment Corporation’s London office as an equity analyst, and for Brinker Capital, where she was co-chair of its investment committee and oversaw the reporting area.

Genie holds a BS in Business Administration from Villanova University and a MBA from Columbia Business School.

Robert Morier

Senior Vice President
Marketing & Client Service

Robert Morier is Senior Vice President and Head of Sales & Marketing for the FIS Group.  Previously Robert was Managing Director and Head of North America for Global Evolution.  Global Evolution is a Denmark-based emerging and frontier markets fixed income asset manager focusing on ESG integration and impact investing.  Prior to Global Evolution, Robert was the Director of Institutional Business Development at ClearBridge Investments and Indus Capital respectively where he was strategically involved in ESG and sustainable investments.  From 2002-2012 Robert was responsible for business development and client service for Artio Global Investors (formerly Julius Baer Investment Management), where he established the firm’s first European presence in London.  Robert began his career with Greenwich Associates as Senior Research Analyst with a focus on the global financial sector.  Robert has been working with global emerging and frontier market investments for nearly twenty years across traditional and alternative fixed income and equity strategies.

Robert also serves as an advisory board member for the University of Vermont Grossman School of Business – Sustainable Innovation MBA program (SI-MBA). Robert holds a BA in History from the University of Vermont. 

Shelley Simms, IACCP

Ms. Simms oversees all legal and compliance functions of the firm. Prior to joining FIS Group, she served as independent counsel to ARAMARK Corporation’s Sports & Entertainment, Campus and International divisions. She has also held legal positions at Comcast Corporation and Ballard Spahr Andrews & Ingersoll, LLP, and served as a law clerk in the federal judiciary.

Kila D. Weaver

Vice President
Director of Client Service & Consultant Relations

Ms. Weaver is responsible for marketing and client service efforts to institutions in the Midwest and on the East Coast. She has extensive experience and breadth in finance having worked in insurance, re-insurance, asset management, wealth management, public finance, and investment banking services. Prior to joining FIS Group, Ms. Weaver worked with full-service financial firm Jackson Securities, the boutique broker/dealer and investment bank Capital Management Group, the LaSalle Street Project, and Berean Capital.
