Tina Byles Williams founded FIS Group 15 years ago and has over 27 years of investment experience. She is the portfolio manager for the firm’s global equities and fixed income products and as Chief Investment Officer, she chairs the firm’s Investment Committee, overseeing all investment strategy, manager search and disposition decisions. Ms. Byles Williams is widely regarded as a trailblazer in the field of identifying and investing with talented entrepreneurial investment management firms, many of which are minority and women-owned. Prior to founding FIS Group, Ms. Byles Williams was a principal and senior consultant with the investment consulting firm WHP, Inc.

Before joining WHP, Ms. Byles Williams served as Chief Investment Officer to the City of Philadelphia’s $2.5 Billion dollar Board of Pensions and Retirement. Prior to her work with the Board of Pensions and Retirement, Ms. Byles Williams was Chief Investment Officer for the $300 million Philadelphia Gas Works Pension Fund.

Ms. Byles Williams is a recipient of several industry awards and sits on numerous boards. In April 2010, she was appointed to the National Women’s Business Council (NWBC), a nonpartisan federal advisory council created to serve as an independent source of advice and policy recommendations to the President, Congress, and the U.S. Small Business Administration on economic issues of importance to women business owners.

Ms. Byles Williams is the chairman and driving force behind FIS Group’s philanthropic entity, A Good Measure Foundation, which provides financial literacy education to inner city youth and supports programs designed to empower impoverished or marginalized women or children in the United States and internationally.

Ms. Byles Williams completed her undergraduate work at New York University where she graduated Magna Cum Laude and earned her Master’s degree in Public Policy with an emphasis in Finance from Harvard University.

McCullough Williams III
President & Chief Operating Officer

In February 2010, Mr. Williams joined FIS Group as its President and Chief Operations Officer, bringing with him more than 16 years of investment experience and 17 years of state government experience. Mr. Williams oversees the firm’s compliance, business operations, marketing and client service divisions. Prior to joining FIS Group, Mr. Williams worked as the Director of Marketing at Pacific American Securities, LLC. Preceding his time at Pacific American, Mr. Williams lead the Marketing Department and was an equity partner with Greentree Brokerage Services, Inc.

Prior to his career in the investment industry, Mr. Williams practiced law full-time with various state government entities. He gained significant experience working with defined benefits plans during his time at the Ohio Auditor of State’s office; he was appointed General Counsel of the agency in 1978. In 1987, Mr. Williams was appointed Deputy State Auditor, and had the responsibility of protecting the interests all five of Ohio’s defined benefits plans.

While working in the investment industry has been his primary focus, Mr. Williams has also pursued his interest in real estate investment and development. In 1995, he co-founded New Millennium Inc., a real estate investment and specialized consulting firm. He is also a co-partner in the real estate development and investment firms of Gideon Development Partners, LLC and Town Street Capital Partners, LLC.

Mr. Williams is currently active on the Steward Board for St. John A.M.E. Church in Columbus, Ohio, President of Leadership Ohio, a Trustee on the Board of A Good Measure Foundation (a Philadelphia-based not-for-profit), and a member of the National Association of Securities Professionals along with being active among many other community-based organizations.

Mr. Williams earned his Juris Doctor from Case Western Reserve University and remains an active member of the Ohio Bar. He completed his undergraduate studies at Miami University (Oxford) and received a Bachelor’s of Arts in Economics from the institution.
Cesar Gonzales Jr.
Senior Vice President
Investment Programs

Cesar J. Gonzales, Jr., CMFC is Senior Vice President, Investment Programs. In his primary investment role, he assists Tina Byles Williams, FIS Group’s CIO with the consistent implementation of the firm’s investment philosophy and processes, as well as overall investment strategy development. He is a voting member of the Investment Committee, a member of the management committee and the senior investment team responsible for investment strategy implementation, portfolio construction and risk management, as well as manager selection and coaching.

Mr. Gonzales comes to FIS Group with over 22 years of investment experience devoted to the utilization of entrepreneurial managers. He has served in various senior investment management capacities including program management and operations at prestigious institutions such as Progress Investment Management Company, IBM Retirement Fund, E*TRADE Global Asset Management and Calvert Asset Management Company. His passion for entrepreneurial managers was developed at his first job with Hutchinson Richardson Investment Management, an entrepreneurial manager in San Francisco. Mr. Gonzales’ breadth and depth of knowledge provides FIS with a unique perspective in the utilization of entrepreneurial managers. He is an active member of the Association of Asian American Investment Managers and the National Association of Securities Professionals. Currently, he is pursuing his Doctor of Business Administration (DBA). His doctoral dissertation is entitled “Institutionalizing the Use of Entrepreneurial Managers in U.S. Public Pension Plans.” He graduated Summa Cum Laude from Strayer University with a Bachelor of Science Degree in Economics and completed his Master of Business Administration with honors. Mr. Gonzales is also a Chartered Mutual Fund Counselor.
J. Womack
Assistant Vice President
Product Specialist ESG & Environmental Strategies

J. Womack joined FIS Group in June 2007 as assistant vice president of Research and Investment Strategy following a four month internship with the firm. Mr. Womack is currently, vice president of Investment Strategy and is primarily responsible for conducting quantitative and qualitative research and developing investment strategies for FIS Group’s Environmental Strategies Group as well as for the firm’s Sector Rotation Strategy.

Prior to joining FIS, Mr. Womack served as a 2006 Summer Associate in Merrill Lynch & Company’s Technology Investment Banking Group where he was offered a permanent position. His responsibilities included the oversight and creation of client presentations and various ad-hoc analyses while coordinating the efforts of full-time and summer analysts. He performed financial modeling and analysis for a variety of transactions including a cash-flow securitization, leveraged recapitalizations, M&A and LBO transactions as well as IPO and general valuation analysis.

From 2002 through 2005, Mr. Womack worked in several progressive project management functions at the Northrop Grumman Corporation on projects ranging from $25M to over $1B in value. His responsibilities included project financial planning and support, scheduling, performance monitoring and evaluation, business analysis and cost management including internal and external reporting.

Mr. Womack holds a Bachelor of Arts degree in Economics from the University of Southern California. He also holds a Masters in Business Administration degree in Finance from The Wharton School (University of Pennsylvania) where he focused on valuation, derivatives structuring and asset pricing.

FIS Group is a Philadelphia-based fund of funds manager with long-only and alternative offerings. The firm’s expertise is in environmental markets and emerging manager strategies across asset classes. Founded in 1996, FIS Group manages funds for public and corporate pension funds.
Roger F. Kenyon

Fixed Income & Environmental Strategies

Roger F. Kenyon joined FIS Group in early April, 2007. He is the portfolio manager for FIS Group's fixed income strategy and environmental strategies. He has over 23 years of experience in portfolio limits, exposure measurement and management and position execution. Mr. Kenyon also has experience in derivatives and alternative investments. He has worked in hands-on front-end positions and understands the requirements for excellent back office support. Additionally, he is a voting member of the Investment Committee.

Prior to joining FIS Group, Mr. Kenyon served as a founding partner of Provenia Funds, a hedge fund management company. At Provenia, he was the Partner responsible for risk management of a portfolio of fixed income securities, credit default swaps and equity option hedges. From 1996 to 2002, as Senior Director, he ran the Alternative Investments Program for National Bank of Canada, where he invested both the Bank’s capital and capital of the Bank’s institutional clients. He defined and executed all the investment/risk strategies for a program totalling $600M (US). He also acted as chief investment officer while defining risk and return characteristics for each investment strategy class, setting the allocations mix and ensuring execution according to investment policy based on portfolio management techniques involving value-at-risk and its permutations. From 1995 to 1996, while at National Bank of Canada he acted as Head of Risk Management for the Treasury Group where he implemented the risk management system currently used by the Bank; he defined “capital at risk” measurement systems and procedures for the Group’s trading operations encompassing cash, swap and options derivative transactions for the fixed income, currencies and Canadian equity desks. From 1992 to 1994, Mr. Kenyon was acting Managing Director and Partner at Techtrans Inc., an advisory consulting firm. He managed the niche business which provided risk management advisory services to governments and corporations (including airlines). From 1986 to 1991, he held several senior management positions with the investment bank CIBC-Wood Gundy, including the position of Vice-President and Director. He was Global Head of Interest Rate Derivatives and Head of International Capital Markets. In that capacity he was responsible for the effective use of assigned capital, the positioning of risk and the management of fixed income, currency and volatility risk. The scope of this exposure management included interest rate swaps and options denominated in USD, Canadian Dollars, Australian Dollars, Sterling, Yen and Deutchmarks. At CIBC, he acted at various times as an Alternate Governor of the International Swap Dealers Association (ISDA).

Mr. Kenyon completed his undergraduate work at York University in Toronto. He also holds a master’s degree from the University of Western Ontario.
Larry Bernstein, CFA
Senior Vice President
Director, Manager Research

With over 28 years of investment experience, Mr. Bernstein directs the firms manager research efforts and works with FIS Group’s product specialists to identify new product ideas and select investment products from the firm’s “buy list” that will optimally achieve our return and risk objectives in compliance with client guidelines. Additionally, he is a voting member of the Investment Committee.

Prior to joining FIS Group, Mr. Bernstein held several senior-level positions at manager of manager establishments including UBS Wealth Management. He was a Director and Senior Analyst from 2005 to 2009 with UBS. During his time with the group, he conducted and oversaw due diligence research on fixed income as well as hedge fund-of-funds and equity managers. He researched both established and smaller managers that would be classified as emerging. Mr. Bernstein’s research also comprised traditional and alternative investment management products for the firm’s retail and institutional advisors. Preceding his tenure at UBS, he was a Senior Manager at Ernst and Young’s then $4.5 billion Investment Advisory unit; he delivered investment manager due diligence, selection and asset allocation recommendations to E&Y’s relationship managers.

Mr. Bernstein also brings to FIS Group securities analysis and direct portfolio management experience. He held a range of equity research and portfolio management responsibilities at PNC Bank Corporation from 1983 to 1997 and Glenmede Trust from 1998 to 2000. Mr. Bernstein has also served as an Adjunct Professor of Math and Business at Camden County College and Chestnut Hill College.

He holds a Bachelor of Arts Degree from Washington University in St. Louis and an MBA with a concentration in Finance from The Ohio State University. He is also a Chartered Financial Analyst® (CFA) charter holder.
Xiaofan Yang, CIPM
Senior Vice President, Portfolio Construction & Operations

Xiaofan Yang has 14 years of investment experience and has been with FIS Group for approximately 12 years. Ms. Yang is primarily responsible for portfolio construction and portfolio analytics. She is a voting member of the Investment Committee.

Prior to joining FIS Group, Ms. Yang worked for First Quality Mortgage Company in Chicago where she was a financial analyst and a leader of their performance evaluation and business strategy planning team. As a financial analyst, she conducted credit risk analysis, performance evaluation, financial trends, forecasting and reporting. In addition, Ms. Yang was directly involved in company credit policy development and business strategy planning. She was also responsible for evaluating the financial feasibility of various products, identifying the opportunities for improving company performance and maximizing company profit. Ms. Yang’s other duties included financial and economic consulting, and maintaining the company’s client database.

Ms. Yang earned her Bachelor of Science from Xiamen University in China and her Master’s degree in economics, with a concentration in econometrics from the University of Kansas. She has earned the right to use the Certificate in Investment Performance Measurement designation.
Shelley Simms Reed, Esq., IACCP SM

General Counsel & Chief Compliance Officer


Shelley Simms Reed, Esq., IACCSM has oversight responsibility for compliance and legal matters at FIS Group. Ms. Simms Reed is responsible for the development, implementation and enforcement of FIS Group’s policies and procedures relating to ethics and compliance requirements, including the firm’s Compliance Manual, Code of Ethics and other supervisory procedures. She is the primary liaison for regulatory and client audits and is also responsible for educating the firm’s personnel on compliance policies and best practices as they relate to business practices. As part of her responsibilities as General Counsel, Ms. Simms Reed negotiates contracts with the firm’s clients, sub-managers and vendors along with managing any litigation involving the firm. In addition, Ms. Simms Reed plays an integral role in the overall operations of FIS Group.

Ms. Simms Reed has over 17 years of legal and diverse business experience in contract negotiation, litigation management and government relations. Prior to joining FIS Group, Ms. Simms Reed was independent counsel to ARAMARK Corporation's Sports & Entertainment, Campus and International divisions. In addition to her experience at ARAMARK, Ms. Simms Reed has also held legal positions at Comcast Corporation and Ballard Spahr Andrews & Ingersoll, LLP. Additionally, she served as law clerk to a judge on the United States Court of Appeals for the Third Circuit. Ms. Simms Reed serves on the boards of the Hospitals and Higher Education Facilities Authority of Philadelphia, the Russell Byers Charter School in Philadelphia, and the advisory board of Operation Understanding, a leadership development organization designed to train high school students in cross-cultural leadership and to promote cross-cultural understanding.

Ms. Simms Reed is a graduate of Brown University, received her Juris Doctorate from Harvard Law School, where she was a Supervising Editor of the Harvard Law Review, and has bar admissions in Pennsylvania and New Jersey.
